Reference is made to all documents posted to FedBizOpps (FBO) under Request for Proposal (RFP) VA244-16-R-1380.
A pre-proposal conference was held for the RFP for Community Nursing Home Services on
Areas covered during the pre-proposal conference were;
Introduction and discussion of Contracting Officer (CO) and Contracting Officer Representative (COR) roles.
Discussion of procurement integrity and the use of the FBO Government website www.fbo.gov to post Government business opportunities and information related to those opportunities.
Reminder that all questions regarding this procurement should be emailed to the CO. And that there would be no changes to the RFP unless the changes are posted to FBO in the form or a formal RFP Amendment document.
Reintroduction of the procurement from a summary level read directly from the pre-solicitation synopsis.
Per the RFP, Section E, the Government intends to award up to 20 Basic Ordering Agreements (BOA). Proposals are due on
Reminder that all entities have to be registered in the Government s System for Award Management (SAM) prior to receiving a BOA award. Proposals may be submitted and evaluated however an award cannot be made until the SAM record is active.
The CO then proceeded to summarize each section of the RFP including;

Schedule of Items and what is included in the rates and the fact that the rates shall be adjusted on an annual basis based on the published
Pricing and the eight blended
Section C Terms and Conditions. These are standard Government terms for Commercial Contracts and agreements.
Section E of the RFP was discussed at length especially the areas, 1) describing what to include with proposals when submitted and 2) the evaluation criteria which every proposal will be evaluated against.
Offeror Questions and Government Responses are presented below. Note: the RFP is not changed based on information below.
Question: What blocks do we fill out for submission of offer on the Government 1449 form Response: Fill out blocks 17 and 30.
Question: Do we only have to fill out Attachment 4, Pricing as our proposal Response: No, see Table in Section E, Instructions to Offerors in RFP, copied in below.

Question: The proposals are to be evaluated as Lowest Price Technically Acceptable. What does that mean Response: Awards will be made to the most competitive proposals. Lowest Price Technical Acceptable means that BOAs will be awarded for proposals which are evaluated as Technically Acceptable against the criteria presented in the Section E, Evaluation Criteria that offer the highest discounts (which equates to Lowest Price). All proposals received will be evaluated utilizing these criteria.
Question: If we have an existing BOA should we submit a proposal Response: If your BOA expires calendar year 2017 and there are no more options for extension, and you are interested in continuing to participate in the VA Nursing Home Program than you should submit a proposal.
Question: Regarding pricing, can we apply different discounts for different categories Response: Yes, you can apply different discounts, or add-on, percentages by category.
Question: If there are multiple Nursing Facilities under one parent should we submit one proposal or would you need multiple proposals Response: It really depends on how the parent does business. The important thing to remember is that each home shall be evaluated and priced individually.
Question: I wanted to know if there is any way to follow who wins the RFP without being part of the bidding process Response: In accordance with Section E, Instructions to Offerors in the RFP, Individual non-award notifications will not be published. The Contracting Officer will publish an electronically-consolidated notification via a Federal Business Opportunities Award Notice once all sites Basic Ordering Agreements (BOAs) have been awarded. The award posting notice on the Federal Business Opportunity (FBO) website, (http://www.fbo.gov/), will serve as non-awardees official electronic notification of award.
