Police previously said the SUV rolled and came to rest on its passenger side in the right northbound lane of Nevada, partially ejecting a woman and pinning her underneath. The man driving the SUV and a baby riding in the vehicle were treated at a local hospital for minor injuries, and the driver of the car was not injured, police said.
Phillips said the driver of the car was not impaired and was not speeding, but he had no insurance and his license was suspended.
Police haven't named the driver. Phillips said he hasn't been ticketed because the crash remains under investigation.
"We don't ticket them on scene for the bigger (crashes) like that," Phillips said, "because there may be bigger charges."
"Heather was an amazing person and had a wonderful heart and personality and would do anything for anyone, especially in a time of need,"
