New Haven’s River Street district redevelopment progressing, housing eyed

Potential flooding and getting flood insurance for any development will be an issue going forward, she said. "That wasn't a major concern 10 years ago," Rosenberg said. "The city has a lot of waterfront property. It's a big issue for industrial land."
