In addition to those cost increases, Maylor noted the town has seen an uptick in workers' compensation costs by 54 percent over the past two years due to increased claims.
Maylor said he was looking into reasons for the significant increase.
"I think we can improve training, on the job workplace training to address those costs," he said.
The recommended budget accounts for a small increase in water and sewer costs, which Maylor said would not result in an increase in rates, marking the sixth consecutive year without an increase.
Since 2012, the town has created multiple stabilization funds to increase reserves.
